Capelle said that the Sperryville project can expect to increase its points in the regional priorities category. In the five-count planning district, top priority was given to mandated water and sewer systems. "They were unsatisfied with our letter of mandate. There was no court order language... We can correct that problem next time," Capelle affirmed.
But he questioned whether the standing on relative need could be improved substantially. “We may be able to add 10-20 points ...Unemployment is a little higher than it was a year ago.”
Capelle noted, however, that the 22 communities which received block grants in the first funding cycle scored high on need. “They will not be allowed to reapply so the relative need average will drop because the poverty stricken areas will be out of the running.” In evaluating funding applications in the second cycle. Housing and Community Development officials “will be comparing middle-of-theroad communities like Rappahannock with other not-so-poor communities.” he noted.
