Two Big Ifs
Asked this week for the SWCB’s position. Director Ernie Simmons verified that the Sperryville project could be reconsidered for funding but with two big ifs—if the county can get a block grant in the second cycle and “if the $1.4 million is still there (in the contingency fund)."
The SWCB has a contingency fund to cover cost over-runs in approved construction projects. “We have $85 million in projects out right now. A couple of real bad over-runs could really hurt us," Simmons said, noting that contractors can’t be assured that prices on both water and sewage treatment apparatus will hold from bid time to construction.
