And in that second cycle, the Sperryville project should be able to garner an additional 150 points awarded for an “imminent health threat,” the planning district director said. The extra points would raise the county’s score higher than the points accumulated by the lowest community on the list of those awarded grants in the first cycle.
In the first cycle, Capelle said, he had not written Sperryville’s application as an imminent health threat although that possibility had been discussed at length. The omission was due to a bureaucratic misunderstanding of terminology, he explained.
“Neither the local nor the district Health Department people were familiar with the term ‘imminent threat.’ It's not in their vocabulary at all,” Capelle reported. “The Health Department uses ‘hazard to health’ phraseology and the block grant program doesn’t.” But both phrases describe essentially the same situation.
