The SWCB’s allocation of a $1.4 million construction grant for Sperryville’s sewer system was contingent upon award of the $478,193 block grant necessary to bring monthly user fees down to a range village residents could afford. When the county failed to get the block grant money to make up the local share of the costs, the SWCB announced it would by-pass Sperryville and re-allocate the $1.4 million from its fiscal year 1983 budget to other projects that were ready to start.
