Those fleeing the suburbs would be directed by a network of signs to their temporary homes in large!' buildings. The plan deals also with supplies and food for them.
“Common sense prevails,” Knuepfer said. “We do have lists, down to how many soup ladles and pots will be needed. It will save us time in case of disaster.” Local supplies would be used first, then supplemented through the regional emergency office in Nelson County.
Knuepfer, in his recently assigned role, is anxious to clarify misconceptions about the emergency plan.
“It’s most likely use will be in the event of a local disaster,” he said. Earthquakes, widespread fires, chemical spills, floods, blizzards — the plan provides 'Tiwrection in these cases. For instance, in the blizzard of ’83, Knuepfer was in touch with helicopter transport in case it was needed for emergency medical rescue. In one case, it appeared likely, but the transport proved possible by ground vehicle.
Knuepfer cited another example. “Suppose we had had to evaculate Sperryville during the flood,” he said. “We’d have to plan to move and care for large numbers of people until the waters subsided.”
Knuepfer, a retired army colonel, said that he has some experience in military planning. His office is purely voluntary, and he believes it is essential to plan ahead for disaster. He has a slogan:
