Broad Street, Richmond, Virginia, beginning at 9:30 a m. on April 29, 1983. at which any interested citizen present shall be heard If the Commission is satisfied that proposed changes in its regulations, or any parts thereof, are advisable, in the form in which published or as amended as a result of the public hearing, the Commission may adopt each such proposal, acting upon the proposals separately or in block.
