Lue Wallers, Rappahannock’s District Conservationist, said that his office is presently working on its part of a plan for Culpeper and one for Hanover County.

“This system does work on the premise of protecting good farmland,’’ Walters' said. "But it is not a zerogrowth system. There has to he growth in any community.”
