Robb’s immediate priority is raising the salaries of both public school teachers and state college faculty members by 10 percent in both years of the 19K4-K6 budget period. He wants to tailor curricula at all levels to the growing needs of the high-tech age and involve the private sector and the business community in determining what these needs will be. Another goal is to make certain that all economic and cultural levels benefit from this change, and that no group is penalized by it. He invoked the words of Gov. Godwin at the 1967 conference in calling education the “great equalizer.” Finally, as Secretary of Education John Casteen put it, the Robb administration wants Virginians to understand that the public school and higher education systems of the state must be treated as an integrated whole; that progress for either requires that they work in tandem and move forward together.
