The governor has already outlined his tentative executive budget for the 1984-86 budget period. It conies to roughly $15.5 billion, up about $2 billion from the 1982-84 figure. The total budget is made up of two funds, the Non-General and the General.
The $7.7 billion General Fund is derived mainly from individual and corporate income taxes and sales taxes. This is the kitty out of which education is primarily funded, and in the next biennium the education system is targeted to receive $4.2 billion, or a 55 percent slice of the General Fund pie. This is an increase of 20.3 percent over the dollar amount allocated for 1982-84.
Still, there was a general sentiment at the conference that the education target budget is too thinly drawn, and that far more money will be needed if the governor’s objectives are to be achieved. There was also rumbling about a coming battle between the State Board of Education and the Council of Higher Education when the lawmakers come to town in January. The board runs the public schools and the council governs the colleges and universities. The competition between them for available education dollars could become intense.
Interviewed at the conclusion of the conference, Del. Dorothy McDiarmid of Fairfax, Chairman of the House Education Committee, put the matter bluntly, “Yes,” she said. “We need more money for education. There is no question in my mind that we do. The people should be communicating with their delegates and letting them know how they prefer that it be raised."
Dr. Ronald Carrier, president of James Madison University, in a speech kicking off the conference, had one proposal.
