However, Commonwealth’s Attorney Douglas Baumgardner, legal advisor to the Board of Supervisors, advised the local governing body in July that the county retained ownership of salvage. Baumgardner also met with the contractor on the issue, according to architect Hunter Spencer.
There the matter stood until last month when the board learned that the jail contractor had removed materials retrieved from the jail to a warehouse in Page County. The supervisors directed that Baughan return the salvage to the court house parking lot. On Monday, they repeated that directive.
