Allen Crane of Warrenton, general superintendent for Rider Construction Company, a firm that does construction and improvement of roads, was recognized as an expert witness.
He testified that he was asked by Saltonstall to prepare a cost estimate for repairing and widening the roadway, a proposal he presented on June 24, 1983. Crane gave the dimensions of the proposed new roadway as a 16 foot riding surface with three foot shoulders. The project would entail grading, ditching, extension of existing culverts and in some sections, excavation on one side and filling of the other.
