R23-6. Permit required for importation. etc., of certain species, to include the African clawed frog (Xenopus laevis) among those species which are unlawful to be imported, caused to be imported, bought, sold, offered for sale or liberated in Virginia without a permit from the Commission, except that the African clawed frog may be imported and/or sold, but not liberated, without such permit, when such action can be shown to be an essential part of a specific research or educational project designed to advance scientific knowledge by achieving precisely formulated objectives
