Democrats effectively used a popular governor in Charles S. Robb to sweep the top statewide offices for the second consecutive election. The state Constitution forbids the governor from succeeding himself at the end of a four-year term.
But so popular were Gov. Robb — with a 70 percent approval rating according to a recent poll — and his administration, that the Democratic ticket was able to run a relatively boring campaign, avoiding tough stances on issues — just like incumbents.
Other factors could be considered in Tuesday’s elections:
• The bad weather and flooding in many parts of the state. One percent of the electorate reportedly could not reach the polls because of flooding.
