Federal assistance to drought stricken farmers comes through low interest loans from the Farmers’ Home Administration and through ASCS’s Emergency Feed Assistance Program. In the Emergency Feed Program, qualifying farmers are able to buy com for livestock feed at 75 percent of the loan rate or $1.56 per bushel.
To qualify, producers must have a feed loss of at least 50 percent with less than a 90-day feed supply on hand, according to Ms. Henry. “Most of our people have a 50 percent loss just in pasture and hay,” she said.
