mum potential of the investment in land, packing house and machinery, Mr. Sharp maintained. “For that, you need housing.”
“How did we get involved in this? This is our fourth hearing . . . We’ve been throwing things back and forth over technical legal points (but here’s) what started it all,” he continued, relating an incident from May 1984 which involved Meredith Gorfein and a migrant worker.
According to the orchardist’s version of the story, the man took a walk to the Gorfeins’ property, to the garden where Mrs. Gorfein was working. She spotted him and ordered him to go away. He did. “That aroused fears in her mind,” Mr. Sharp told the BZA.
The migrant workers staying at the camp on Mountain Green Farm were called in for a line-up, but Mrs. Gorfein couldn’t identify the trespasser so she couldn’t swear out a warrant for the intrusion, according to Mr. Sharp. “She vowed to investigate and find any potential violations and to fight the existence of this camp .. . and try to place restrictions on it.” At that point, the Sharps received a letter from the Gorfeins’ attorney and so asked the zoning administrator for a ruling on compliance with the special use permit, he added.
