1986/87 FUEL FACTOR PROCEEDING

FOR THE POTOMAC EDISON COMPANY

On October 20, 1986, The Potomac Edison Company (“Potomac Edison”) filed an application with the State Corporation Commission for an increase in its fuel factor. The utility is proposing to increase its current fuel factor of 1.008<s/kwh to 1.548c/kwh effective December 4, 1986. Potomac Edison has also filed written testimony and exhibits to support its proposal to reduce the rates to be paid for power purchased from cogeneration and small power production facilities.

Pursuant to Virginia Code §56-249.6, the Commission has scheduled a public hearing to commence at 10:00 a.m., December 3, 1986, in the Commission’s 13th Floor Courtroom, Jefferson Building, Bank and Governor Streets, Richmond, Virginia for the purpose of receiving evidence related to the establishment of Potomac Edison’s fuel factor. The Commission will establish a separate public hearing schedule for consideration of Potomac Edison’s proposed cogeneration rates.

All testimony, exhibits, and other data filed by Potomac Edison will be available for public inspection at all company offices in Virginia where bills may be paid, and at the Commission’s Document Control Center, Floor B1, Jefferson Building, Richmond, Virginia.

Any interested person (public witness) desiring to make a statement at the hearing should appear in the Commission’s Courtroom at 9:45 a.m. on the hearing date and identify himself or herself to the Bailiff.
