When the School Board members meet next Tuesday to begin a line by line review of the superintendent’s proposed budget for 1987-88, they’ll look at a revised pay scale which incorparates suggested ’bonuses’ as salary and at a scale that gives teat, chers a 12 percent increase. And they’ll evaluate suggested expenditures knowing that the share of school costs covered by other than local tax dollars will be less than this year’s 45 percent. “Federal revenue is really down,” warned Superintendent Robert Estabrook. “The obvious impact is that the county’s going to be hit really hard.”

The salary component presented last week by Mr. Estabrook called for an overall 11 percent increase from the current year and would bring the beginning teacher’s pay to $16,358 and the top step for 25 years experience to $25,191. It would also give a bonus of $500 for contract renewal at the 15-19 year step range; $750 at the 20-24 year step range and $1,000 at the 25th year.

“Put the bonuses back in the salary scale,” suggested board member Randall Updike in the brief budget work session that came at the close of Tuesday’s regular agenda. He pointed out that the $300 bonus given beginning teachers this year doesn’t show up in Rappahannock’s 130th ranking among Virginia’s 136 school divisions. If that $300 had been counted as salary, it would have brought the starting pay to $15,212, a figure “very competitive with the surrounding counties,” Mr. Updike said. (In 1986-87, beginning teachers in Culpeper were payed $15,726; in Madison $15,070 and in Orange $16,780.)
