“If you were driving down the highway and saw a cat sitting over in a field, what would you do?” Mr. Bruce inquired, pointing out the difficulties in determining ownership of a cat, much less whether it has been vaccinated against rabies.
Conceding that the state’s rabies epidemic poses a serious health threat, Chairman Hubert Gilkey still questioned how such an ordinance could be enforced. “That’s the problem.”
