Mr. Henry added that the county has estimated disposal costs at $33 per ton of waste, and that approximately 4,000 tons will be generated each year. The landfill site will be fenced, monitored and restricted? and will be open only to Rappahannock residents and their trash, he stressed.

“You say the dump would be handled by the county,” Mr. Eisenman said. “The dumpster site out here is handled by the county - it would be the same way.”

If the dumpsters are removed, someone else argued, people will dump trash on the roads. If they are kept, it will be the same situation as now, a mess.

Cathleen Shiff said she is new to the county, but is a member of Fairfax County’s Hazardous Materials Response Team. “We get amazing stuff from households.” She added that “any group which would make a decision to put a landfill on a site with subterranean water, which might affect the water system downstate, I don’t trust them to have someone here 16 hours a day.”

Several questions followed about working with the state, or getting Mr. Gregori’s promise of an extension on the Clark site in writing.

“The state emphasizes with us,” Col. Bingham replied. “Mr. Gregori will work with us. If that man (Mr. Clark) does not want to put up the $10,000 bond, the state cannot intervene . . . the Attorney General’s office says get a lawyer. ”

Mr. Miller, Col. Bingham continued, “had the landfill closed in Montgomery County, and you know how politics are there ... I don’t believe he’s ever lost a case . . . I’m a good judge of character, and I was impressed.”
