The American Embassy is now one massive transmitter, he charged. “Letting Soviet contractors fabricate nuyor elements offsite, without U. S. inspection, was a major blunder. But we cannot ignore the Soviet efforts to compromise our security. Their action demands a response.

“We are paying the price today for the celebration of self and erosion of responsibility . . . The Marine guards who apparently betrayed their country are only the latest in a parade of moral and ethical weaklings who have let their heads be turned by lust or greed ... This selfishness and disdain for others — that also gives us drug pushers and street muggers and inside traders — makes it hard to maintain the sort of discipline that depends on individual responsibility and assures the success of democracy.”
Opposes Empress II project
“I have called on the Secretary of the Navy to eliminate the Chesapeake Bay as a possible site for the Empress II project,” Sen. Trible reported.
Empress II is a $40 million Navy
project to test the way electrical systems and electronic equipment aboard ships react to electromagnetic pulses generated during nuclear explosions. The plan «*lla for electromagnetic pulses of between four and seven million volts to be discharged into the water for 10 hours a day over a 10-day period.
The Navy has targeted the Chesapeake Bay or the Virginia Capes as possible sites. Guantanamo Bay, in Cuba, is a possible alternate location.
