“Nothing is concrete,” Mrs. Early added, “until the state issues the permit... if it goes in and becomes a danger, the state will stop it. But we can put stipulations in now to protect Jackson District.”

“We either get a court injunction,” someone observed, “to stop the Stover tract,' or we get it rammed down our throats. That’s what it comes down to.”

Mrs. Dutchy Fannon suggested that someone might be found who would be willing to lease a site to the county, and have it returned after a period of years, reclaimed and usuable for pastureland again.

It’s a viable concept, Mr. Henry agreed. The same concept was suggested for the Lee property. “We (the county) would be willing to apply that contract anywhere.”

Robert Carson said that “I view the landfill as if it were suggested that a nuclear plant there. No one can say either is absolutely safe. Remember, one year ago, what happened in Russia.”

Closer to home, Mr. Carson continued, “at Three Mile Island, they had to relocate an entire community; and they cannot calculate the number of people who will die of cancer from the exposure ... No one can control the stuff that goes in ... it could destroy several communities . . . empty into the Rappahannock River... into the Chesapeake Bay. . . There are nauseous odors, germfilled breezes.”

Those in power, Mr. Carson added, if they don’t think that it affects them, they should think of their families and future generations. Once a suit comes into being, he said, “no one can transfer assets. Public officials are liable when they support and condone a hazard . . People in power cannot overrule morality. This affects health. It is a moral issue.”
