He acknowledged that the board will select the “most able” of the applicants for the administrative job but added “it will take time for that person to handle the range of things we’ve asked Tom to take care of... We’re not going to find a replacement for that boy. He’s too good!”

Mr. Estabrook described veteran secretary Judy Atkins as “solid gold”, adding that “she does far more than type letters.”

With a new assistant superintendent and a new administrative secretary and no special services coordinator, the superintendent said, “I don’t know where the time will come from” to adequately handle supervision of special education, gifted and talented programs and Chapter I. The responsibilities can’t be assigned to building adminsitrators - “those people are swamped now!” Mr. Estabrook maintained.

“That position (of special services coordinator) is needed,” added Mr. Campbell. “You can play the numbers game” with declining enrollment to justify adminstrative staff reduction but if responsibility for special education is assigned to a building administrator, “it will be handled badly,” he contended. “It’s too big a job.”

Reviewing the rest of the categorical budget cuts, Mr. Estabrook predicted that the School Board will have to go back to the supervisors for either a supplemental appropriation or approval to transfer Kinds from another category in order to provide necessary psychological services required by triannual special education evaluations coming up in 1987-88. He also warned that without the deleted $5,000 subsidy in local funds, the school lunch program will be running at a deficit before the year is through.

Mrs. Massie pointed out that parents will have to be notified that there’s no money in the budget for the customary tuition assistance for summer school.
