ureg Lowe, the vice-president of the Nature Conservancy, a 300,000 member land conservation organization with programs in 45 states, called for the enactment of a statewide real estate transfer tax to provide a stable, long term funding source for the acquisition of open space.
“The constituency is there” to support the expenditure of public funds for this purpose, he said, citing a survey which found 81 percent of adult Americans strongly agree that government should act to preserve open areas. “Protection of the best remaining examples of different type habitats,” the goal of the Nature Conservancy, is “so compatible” with passive recreation, such as hiking and picnicking, “the two most prevelant forms of recreation in state parks,” he said.
