Supervisor Newbill Miller knows what Virginia should do with its projected $130 million surplus: give it back to local governments to use for education.

His fellow board members agree and together they’ll pass the suggestion on to Gov. Gerald L. Baliles and Rappahannock’s legislators in the state’s General Assembly. They will also seek support for the measure from their counterpart boards and councils throughout the Commonwealth, the Virginia Association of Counties and the Virginia Municipal League.
