The WSA had expected Recyc’s permit to move quickly down the bureaucratic pipeline, gaining approval well before time to haul sludge from Sperryville’s new sewage treatment plant. But instead, the application was somehow misplaced by the officials who had to sign off an the permit amendment. And meanwhile, the sludge was accumulating.
As a temporary solution, the WSA rented a trailer to store the sludge on site until the permit could be approved. "No one knew anything about anything,” recalled Mr. Woodard, who had made repeated telephone calls to the agencies involved to check on the permit's progress. "It was a nightmare!”
