Garbage, that formerly most ignoble of topics, has hit the big time this year. With more communities struggling to find a place to put it, trash is a hot topic across the nation. With the costs of disposal rapidly rising, it’s become big business as well. It’s the subject of network news, prime-time television and grass-roots meetings around the country.
