According to the retired Army colonel, who is a candidate for supervisor from Jackson District, the engineering firm’s report “specifically states that there will be groundwater contamination (from a landfill on the Stover tract).” Liners will not provide adequate protection, he said. “The liner concept is not proven. It takes 50 years to prove a concept,” he maintained, adding that if the liner is punctured, “it’s the bath tub effect - right down into the groundwater.”

Attorney Larry Silverman, consultant to the Jackson District citizens’ committee, called for a fiveyear capital improvements budget, as specified by the Comprehensive Plan, before the development of a landfill is begun. “We are concerned that the county will not be able to meet the very high costs of developing the Stover site in conformity with the requirements of good practice ”
