Joyce submits preliminary design
Following the approval of purchase, Mr. Joyce and Dale Schrieber, an engineer with the firm, showed the board preliminary drawings of the design. Mr. Joyce said that the formal design drawings and specifications will be filed with the state within the next several weeks.
In response to a question from Mr. Lane, Mr. Joyce said that, barring long periods of bad weather, he estimated that the first phase of construction could be completed by some time next spring.
After the meeting, Mr. McCarthy said that he could offer only a general idea of where the site would be located on the 99-acre tract. He indicated the southwest area would be the general quadrant, bordered by a 150-foot screen of trees from the property line.
He added that the final design plans, showing the exact location of all facilities, would be made public to soon as Joyce Engineering'delivers them to the county.
