The evaluation was based, he said, “not on a set of sterile statistics, but by sound editorial judgment developed by years of experience in every aspect of community journalism: news, commentary, photojournalism, advertising, community service and technical excellence."
The Blue Ribbon evaluation, Mr. Garred noted, is not a contest “with rigid categories and a set number of winners. There is no quota.”
