To the editor:
In the near future, our state will begin sales of lottery tickets because of the overwhelming vote last November by the people of Virginia on behalf of this form of involuntary taxation.
[ I wish to commend Governor Baliles on his wise selection of a lottery director and members of the lottery commission. They are people of the (lighest character and will assuredly liiake our lottery among the best operated in the nation.
Vet as pleased as I am that after years of effort Virginians will finally be able to participate in their own lottery, I am troubled by one aspect ait the manner in which our state is r 3'.
