lives on a fixed income and yet must pay $50, $60, $70 or more every month for prescription drugs they must increasingly rely on for health care in their advancing years.

We can help ease the burden on these senior citizens with a program that could provide such medicines for as little as $4 a month if they met certain income requirements.

Now I fully realize that our capital construction costs must be met. We must have more dormitories and classrooms at our universities and more prisons and more buildings in general to place the state bu reaucracy.
