The governor, in his State of the Commonwealth speech, proposed that lottery revenues be used to help accelerate certain capital construction costs of our state. In essence, he is proposing that the millions generated by a lottery be put into bricks and mortar.
While I certainly realize the tremendous amount of capital needs facing our state, I must say that the lottery is “The People’s Tax,” one they choose willingly to pay themselves.
And, as such, I think at least some of the revenues it generates should go directly into high-visibility
