Along with the archeological and historical survey, said Loretta Cummings of VDOT’s Culpeper office, there are air and noise studies, biological surveys for endangered species and possible harm to the aquatic life in the Thornton and Covington rivers. The department also consults with the county’s board of supervisors, the health department, the school board “and most other county and state agencies to get their input on the project."
