RICHMOND — And they’re off! The Virginia Racing Commission held its first meeting in Richmond Monday, setting forth to the task of creating a state horse-racing industry.
The first order of business was a decision to withhold licensing for any pari-mutuel betting until 1990, including flat tracks and steeplechase events.
After voters of the Commonwealth last fall gave the okay for pari-mutuel betting, the fivemember commission was appointed by Gov. Gerald L. Babies to plan and oversee the horse-racing operations.
The commission was sworn in by Sandra D. Bowen, the secretary of the Commonwealth, during ceremonies at the State Capitol. Commission members then elected John Hale Shenefield of Arlington to be their first chairman.
