Starting from scratch, the commission’s responsibilities include determining the location of a first race track.
“Virginia has the pieces of the formula to make this industry work,” said guest speaker Nick Nicholson, executive director of the Jockey Club of Lexington, Ky. However, Nicholson warned against making the same mistakes as Alabama, whose horseracing industry failed, he said, as a result of lack of experience and capital.
