Mrs. Welch’s son Dale said he had been approached by the Postal Service to build the Post Office building on his mother’s land. The special use permit specified that the permit was contingent on approval from the Health Department and the Virginia Department of Transportation. It also required that a site plan be submitted before a building permit could be obtained.
