Adding to the always-difficult task of fighting the moths is what Mr. McCarthy terms the “knife in the back”: the decision by Shenandoah National Forest managers to allow the moths to run their course except near campgrounds and along Skyline Drive.
As a result, as long as there are moths in the park the wind will be driving them back into Rappahannock.
“Locally, gypsy moth infestation is immense, as large as it gets,” said Mr. McCarthy. “It varies from area to area, especially given proximity to the park.”
The federal program got mixed reviews last year, depending on which of three methods to combat the moths was used, said Mr. McCarthy.
