Del. Guest described the Senate redistricting plan as “real illegal.” He said the plan is required by the Voting Rights Act to produce as many districts in which minorities have the majority of votes as possible. Census data show that four such senate districts can be drawn, but the plan only includes three. “I doubt either the governor or the Justice Department or the courts will sign off on that,” he said.
Del. Guest added, “I’ve enjoyed very much the opportunity to represent Rappahannock County. Over the years I’ve had wonderful support from the people of Rappahannock. This is a sad and unfortunate time.”
The open 31st District seat intrigued both local party chairmen. Mr. Baumgardner said he thought the new delegate would probably be from Fauquier County since nearly 46,000 people in Fauquier County will be in the district compared to a few more than 12,000 from Warren
