Del. Phoebe Orebaugh, a Republican incumbent, also lives in the new 15th House District. “So, in addition to slicing up the counties, they also have put two incumbents in the same district,” Del. Guest said.
“I don’t know if the plan will meet the requirements of the Voting Rights Act,” Del. Guest said. He said in his capacity as leader of the Republicans in the House of Delegates he will seek legal advice on “whether it can be challenged in court.”
Del. Guest said he had been told by a senior member of the Democratic leadership that Governor Wilder had agreed that if the House of Delegates approved his budget amendments as a package he would support their proposed redistricting plan. He said two other Democratic delegates corroborated this story. He said he did not know if a similar offer had been made to the Democratic leadership in the State Senate, but “the Senate did not adopt the budget amendments.”
