T. Dean Reed had two reasons for waiting until mid-August to join the battle for D. French Slaughter Jr.’s seat in the House of Representatives: common courtesy and money. . - _-m y~
Reed, 60, waited'io'see if two politicaiTfriends, David Smith of Winchester and Edd Houck of Spotsylvania, had interest in running for the Democratic nomination for the 7th District. If either Mr. Smith, who lost to Rep. Slaughter last fall, or Sen. Houck, a power in the state legislature, wanted the nomination, Mr. Reed planned to support them.
Money was the other issue. Mr. Reed’s career in Washington taught him the importance of funding in politics. He said his friends in the Democratic Party
