On the resolution to limit the terms of members of the General Assembly to 12 years, six two-year terms for members of the House of Delegates, and three four-year terms for state senators, Mr. Darby again spoke in opposition.
He said that when this resolution was proposed in Warren County the Republican mass meeting “almost exploded” because such a term limitation would mean Del. Andy Guest could not continue to serve. “I think there must be another way to get rid of the bums rather than have them automatically discharged,” he said. He added that he would favor campaign spending reform to help overcome the advantage incumbents have in reelection campaigns.
