John M&rocchi spoke in favor of the resolution. “I think it is an excellent idea,” he said. “It tends to return the direction of government to the people.” He .said safeguards against “frivolous” laws could be achieved by such devices as requiring 50,000 signatures to place a matter on the ballot or requiring a 60 or 65 percent majority to pass a law by referendum.

Mr. Marocchi said a “collection of interests has formed, without the intention of evil, of legislators, bureaucrats and lobbyists that tends to take away the broader view of the public good ... I believe it would be a net plus to have this in Virginia.”

John Lekander noted that the legislature considers many bills in the last few days of a session. Often, he said, the legislators do not have time to read bills they vote on. ‘This could be a check for an accidental law,” he said.
