“While the General Assembl; conscientiously attempted to create a plan that complied with the (fed eral) Voting Rights Act, the plan, ai passed, offered several areas tha called for revision,” Gov. Wildei said.

The federal Voting Rights Ac requires that the state create a mi nority controlled congressional dis trict wherever possibly. One sucl district was created that runs fron the Tidewater region to Richmond.

Gov. Wilder boosted the blacl majority in that district by approxi mately 5 percent, a move that th< National Association for the Ad vancement of Colored People had re quested.

The changes were also made bj Gov. Wilder in an effort to keej Richmond from being divided int< three congressional districts as tht Assembly plan would do, according to a release from Wilder’s office.
