Jackson District representative Ellis Bingham said that new EPA regulations exempt localities with less than 20 tons per day from the requirement for two liners.
Mr. McCarthy said the state of Virginia is following its own guidelines when they are more stringent than EPA requirements, and that the exemption does not apply if any day the locality goes over 20 tons.
He said that the county is currently generating about 17 tons per day, but the day after Christmas, more than 20 tons are deposited for landfilling.
He said that a joint landfill with Page County and other counties is still being considered, but Page County is exploring the possibility of a public service authority with the boards of all the participating counties getting together to float bonds. He said he did not anticipate such an agreement being reached in time to take care of the county’s trash after January 1994. ,
