The changes do not affect the 8th Congressional District in Arlington and eastern Fairfax, now held by Rep. James Moran (D), or the new, open 11th District that begins in Fairfax County and runs south into Prince William County.
Doug Baumgardner, chairman of the Rappahannock Democratic Party, had written to the Governor’s Office to request that the governor veto the Congressional redistricting plan.
In a Nov. 27 letter to Gov. Wilder’s Chief of Staff Jay Shropshire, Mr. Baumgardner wrote: “The General Assembly’s plan, insofar as it splits Rappahannock, does great violence to the mandate of Article II, Section 6 of the Virginia Constitution, wherein it is provided that districts be compact and contiguous.
