“We don’t know if he stumbled and fell and the gun went off or if he used it improperly,” he said. He believes Mr. Orbaugh came upon the deer after the deer had been shot but while it was still alive. The deer’s wound broke its spine, he said. “We can never know for sure. It’s like reconstructing a puzzle. You have to put things back in order,” he said. He added tests on the weapon may show how it went off.
