Mr. Reeve said he does not know what the Democratic Party will do about these seats. “We w ill be active and looking for candidates,” he said. “One problem either party has in finding candidates is money,” he added. “Jay (Katzen) has been an effective campaigner, but he has been ineffective down there (Richmond). I don’t know whether the voters can recognize that.” (
