Mr. Frazier, on the other hand, sees the Republican victory as a prelude to a Republican takeover of both houses of the General Assembly in 1995. He believes the Republican Congress will approve term limits, but they “will probably not be retroactive.” Thus Congressman Frank Wolf, who just won his eighth term, will be able to serve five more. “I can’t see either party cutting itself out,” he said.
There won’t be much hard work for Mr. Frazier in a Republican takeover of the General Assembly since both Rappahannock’s state senator, Kevin Miller, and its representative to the House of Delegates, Jay Katzen, are Republicans. Sen. Miller has already said he will seek another term. Del. Katzen has not made an announcement, but he is expected to announce his interest in another term.
