In addition to the growth of cellular use and the large number of nonemergency calls that are placed, two factors are contributing to delays that cellular users sometimes encounter when dialing 911.
One is that a cellular phone is mobile and is not identified with a single location as with the traditional phone that is wired directly to the local telephone company. Cellular callers must tell dispatchers where they are calling from, much as they did in the early days of 911 service.
A second factor is that the cellular call does not go to a local 911 dispatch center in most cases. When cellular callers dial 911, their call is routed to a centralized State Police call center that serves from 12 to 21 counties. From there it may be re-routed to local police, fire or rescue departments that serve the area from which the call is placed.
