Rappahannock News Contributing Writer ,, Despite cold and snow, about 40 members of the Rappahannock County Democratic Committee turned , out last week at the courthouse in Washington to elect district captains, adopt new by-laws and elect standing .committee heads. The meeting was presided over by newly elected chairman Franklin Schmidt. , After adoption of the bylaws, the ,, group separated into magisterial districts to elect district captains. The ■ following district captains were elected: Piedmont — Frederick Schaefer; I Wakefield — Maybelle Gilkey; Jackson — Ray Brown; Stonewall — r Esther Schmidt; Hampton — . Meredith Gorfein. , , Mr. Schmidt also presented nomi, nations to head the following standing
